I attempted this same setup and the switch does control the fan/light kit combo BUT when I turn it off the outlets come on (they're off when the switch is in the on position). During installation of the ceiling fan, this white wire should be attached to the other neutral wire of the house wiring.
The white wire of the ceiling fan is the main neutral, for both the light fixture and the fan motor. Now your fan will operate from the old light switch. Being the main hot wire, the primary function of the black wire is to provide current to the fan’s motor. Now you have a black wire left coming from the switch, now connect that black wire to the black wire of the fan and wire nut those 2. Take all the white wires remaining and connect all 3 of them together and also connect the white wire from the fan to those whites and wire nut those 4 white wires. Now the power is going down to the switch on the white wire and returning on the black.
Once you figure out which wire is going to the switch you will then take the remaining 3 blacks and the white wire going to the switch and connect them all together with a wire nut. To have 4 whites and 4 blacks, you have 4 separate (2 wire cables) coming into the box. Sounds like an older house where many wires come together in a light fixture box on the ceiling.
